Lately обозначает событие, которое началось незадолго до момента речи и обычно продолжается до этого момента или включает этот момент. Значение lately синонимично сочетаниям for/in the last/past few weeks (months, days):A lot has happened in the last few weeks/lately — Многое произошло за последние несколько недель.

Newly обычно употребляется только атрибутивно с причастиями прошедшего времени:newly painted fence — свежевыкрашенный забор;
